DENNIS KELLY

EXECUTIVE CHAIRMAN

Dennis Kelly is a well-known and highly respected leader in the federal government contracting community and a Navy veteran. In his role as Executive Chairman of Intrepid Solutions and Services, LLC, Mr. Kelly is responsible for the company’s strategic vision and direction.  Working with the CEO and management team, he will ensure that Intrepid continues to meet or exceed its customers’ most important mission requirements. He will also serve as a member of the Intrepid Board of Directors and Bluestone Investment Partners Board of Advisors.

Previously, Mr. Kelly was President and COO of Centauri, LLC, prior to its acquisition by KBR Inc. (NYSE: KBR). He brings over 30 years of experience in the defense and intelligence community, having served in multiple chief executive officer, president, and chief operating officer roles with fast growing companies in the national security market.

Mr. Kelly is an active contributor to the GovCon industry as well as his community. He currently is co-chair of the Northern Virginia Chamber of Commerce GovCon committee and has served as an adjunct professor in the George Mason University Executive MBA program. Previously, Mr. Kelly has been a member of the Board of the Professional Services Council and the USO of Metropolitan Washington–Baltimore and the executive committee for Annual D.C. Walk fundraiser for the American Heart Association.

Mr. Kelly has a bachelor’s degree from Roger Williams University with a major in industrial engineering technology and a minor in computer technology. He also has a master’s in business administration from the Executive MBA program at the University of Rhode Island.

 

RYAN HEBERT

CHIEF EXECUTIVE OFFICER

Mr. Hebert has over 18 years of professional services experience across multiple industry disciplines in management, operations, accounting, and finance. As CEO, he is responsible for establishing and executing corporate-wide initiatives and maintaining company culture to ensure flawless execution of Intrepid’s contracts. He is actively involved with Intrepid’s customers and leverages his broad base business experience across a wide-array of industries while implementing actionable value-added opportunities that benefit customer missions and objectives. He spearheads the identification and capture of strategic growth opportunities while working with business partners and the Intrepid management team. He drives Company strategy, vision and ultimately sets which markets Intrepid will enter and identifies company differentiates to maintain its market presence currently and into the future. Formerly, Mr. Hebert served as Intrepid’s Chief Financial Officer providing financial and accounting leadership for the company. A graduate of George Mason University in Fairfax where he earned a BS in Accounting (Cum Laude), he began his career as a Certified Public Accountant at one of the largest regional accounting firms in the Washington, DC Metropolitan Area. In addition to being a CPA, Mr. Hebert received his Government Contracting Accounting certification from George Mason University. Mr. Hebert is a member of the Accounting Advisory Council at George Mason University, as well as, a member of the American Institute of Certified Public Accountants, Virginia Society of Certified Public Accountants, and the Greater Washington Society of Certified Public Accountants.

 

JIM PATTERSON

VICE PRESIDENT, TECHNOLOGY SOLUTIONS

Mr. Patterson brings leadership experience building businesses, partnerships, and solutions within Federal and commercial markets across multiple technology areas. He has led architecture development and implemented technically expert solutions in cybersecurity, software development, mobility, and data analytics. His contractor experience includes SAIC, L-3, Isobar, TenX Innovation, Oceus Networks, BTG, and ANSER. Jim has worked with a variety of Federal and commercial clients to plan, win, and deliver major programs, including: Department of Defense (US Air Force, US Army, DISA), Intelligence Community Customers, DHS, FirstNet, and Large and Small Federal Systems Integrators. Jim holds a BS degree in Mathematics and Physics from Lenoir-Rhyne University and an MBA in International Business from the George Washington University. He and his family live in Manassas, VA.

 

DON ROSS

VICE PRESIDENT, BUSINESS DEVELOPMENT

Mr. Ross has over 25 years of experience across business development, service delivery, and P&L management disciplines. His recent experience includes serving in a SES capacity for DHS/TSA. His contractor experience includes Culmen International, IBM, Digital Management Inc., A-T Solutions, and GDIT. Mr. Ross has 15 years of award winning, revenue driving business development, service delivery, program operations, and client relations. He has lead Business Development, Capture and Proposal teams across numerous corporate portfolios to include Department of Defense, Department of Homeland Security, Federal Civilian Organizations, Foreign Military Sales and Foreign Military Acquisitions. He has successfully managed organizations of over 700 personnel and has a proven ability to identify potential programmatic shortfalls and provide long-term solutions within budgetary and time constraints. Mr. Ross is a former USMC Major serving as a Communications and Signals Intelligence Officer and is a retired Senior Executive at TSA, DHS. Mr. Ross is a graduate of Norwich University and holds a Bachelor’s Degree in Government and a MS in Information Technology Systems Management. He maintains many certifications to include U.S. DoD Level 2 Program Management (DAWIA) and U.S. DoD Level 2 Test and Evaluation (DAWIA).

 

ROBBIE WOLFER, JD, CFCM, CCCM

VICE PRESIDENT, CONTRACT AND ADMIN

Mr. Wolfer is the Director of Contracts for Intrepid and has served in this position since 2012. He guides and oversees Intrepid’s Contracts Department and is involved in all facets of contract management from cradle to grave. He serves as the principal interface with key government and industry contract personnel alike in regard to all contract related business matters and processes. While his focus has been Department of Defense, he has extensive experience working with industry partners both in the federal and non-federal market. His experience covers the negotiation and administration of simple low dollar purchase orders to multi-billion dollar Indefinite Delivery Indefinite Quantity contracts across agencies such as but not limited to Navy, Army, Veterans Health Administration, Department of Homeland Security, Air Force, and Defense Intelligence Agency. Prior to joining Intrepid he served in a number of positions of increasing responsibility directly supporting the government as a contractor and as a lead contracts representative for a leading government contractor. Mr. Wolfer is a member of the Virginia Bar Association and is both a Certified Federal Contracts Manager (CFCM) and Certified Commercial Contracts Manager (CCCM). He received his Bachelor of Arts in Psychology from Georgetown University and Juris Doctor from Regent University School of Law. He recently graduated from the Executive MBA program at Georgetown University.

 

TAMARA MCDEVITT, PMP

DIRECTOR OF PROGRAMS

Ms. McDevitt provides direct oversight and leadership to Intrepid’s Program Management Team. She is an Air Force Veteran and brings over 25 years of Government Services and Defense industry experience. She has filled key roles leading the operations for both large and small business companies. Ms. McDevitt is an expert in process implementation and business transformation initiative being part of both large company and small business merger and acquisitions activities. She is highly experienced managing divisions of various sizes between $25M-$175M. She has proven experience building high performance cross-functional teams that deliver exceptional results to both clients and employees.

JOE CILIBERTO

DIRECTOR OF BUSINESS DEVELOPMENT

Mr. Ciliberto has over 30 years of experience leading teams delivering capabilities throughout the defense and intelligence communities. He is an accomplished, recognized leader who applies technology, talent and a close working relationship with mission stakeholders to meet the most demanding challenges. As an enlisted submariner, he continuously ascended the ranks to become both director of technology and director of operations in one of the nation’s largest system integrators, and served as a most trusted technical advisor to flag and SES level leadership in the Joint, Intelligence Community, Army, Navy and Law Enforcement. At Intrepid, Mr. Ciliberto leads strategic development efforts to identify, prepare, capture win and execute new business in core strength areas and open and develop new business areas for the company.

 

ALEX HEREDIA

FACILITY SECURITY OFFICER

Mr. Alex Heredia brings more than 100 Defense Security Service certifications and has over twenty years experience as a FSO administering TS/SCI billets and personnel, and oversees prescreening of all candidates’ SCI paperwork. Mr. Heredia has extensive experience in developing and implementing security policies and procedures, coordinating security educations and briefings, and managing security strategies. Mr. Heredia takes a hands-on and open door approach with regards to implementing a security program. He is involved in every aspect of an employee’s security clearance lifecycle, and he has made it his mission to personally know every Intrepid employee in order to better and more effectively communicate security best practices, procedures, guidelines, reporting requirements and most importantly individual security responsibility to self, others and National Security. Prior to Intrepid, he served as an FSO for a +1,000 employee company focused in the IC and DoD markets.

 

AMY HEBERT

DIRECTOR OF HUMAN RESOURCES

Ms. Amy Hebert has over 20 years of customer service experience and has led Intrepid Human Resources department for over six years. In 2017, she became the Director of Human Resources and now guides and manages the overall provision of Human Resources services, policies, and programs for the entire company. Ms. Hebert takes a global approach to the management of an employee’s career lifecycle with Intrepid, ensuring that Intrepid policies and benefits provide a quality work/life balance for the employee. Other major areas that Ms. Hebert manages include staffing; organizational and space planning; performance management and improvement systems; organization development; employment and compliance to regulatory concerns; employee orientation, development, and training. She is focused on streamlining processes and simplifying unnecessary policy complexities and distractions to allow employees to do their best work for our customers in the DoD and intel space. Ms. Hebert has a MS with distinction in Occupational Therapy from Shenandoah University and a BA in Communications (Magna Cum Laude) from George Mason University. Her HR certifications include Labor and Employment for Government Contractors and she is an active member of SHRM.

 

JENNIFER KRAUS

RECRUITING MANAGER

Ms. Kraus has started, developed, and managed a recruiting department at a fast-growing mid-size Government Contractor for a number of years. She is experienced in the design and implementation of SOPs that meet IAW ISO 9001 certification standards, holds in-depth knowledge of a number of Applicant Track Systems, and collecting and reporting metrics related to staffing and recruiting. In addition to her management experience, she has demonstrated successful practice of recruiting procedures, bringing top tier talent through a full life-cycle experience, personally hiring over 50 personnel on average per year.

 

LARS BJORN

NAVAL PROGRAMS

Mr. Bjorn has over 20 years experience managing efforts within the Department of Defense, both in and out of uniform. Mr. Bjorn held operational and management positions in the U.S. Navy as a Surface Warfare Officer and Naval Nuclear Propulsion Engineer. In his final assignment, he led a 75-person crew during reactor plant construction and testing prior to commissioning of USS RONALD REAGAN (CVN 76). Since transitioning to the private sector, he has supported several departments and agencies within DoD, and helped to manage programs for several small and successful industry contractors. Most recently on contract as part of the Chief of Naval Operations staff (OPNAV N81), Mr. Bjorn administered the Navy’s JCIDS process and provided subject matter expertise regarding JCIDS and related acquisition processes. He also manages Intrepid’s support to the Navy’s Urgent Needs Process and knowledge management system. Lars holds a Bachelor of Arts degree in Economics from the University of Virginia and a Masters in Engineering Management from Old Dominion University.

 

MICHELLE STEANE

PROGRAM CONTROL AND OPERATIONS MANAGER

Ms. Steane brings 12 years of customer service and over 5 years of management experience to Intrepid. She brings experience in counterintelligence concepts, training coordination, and role player training. The diversity of her experience includes a variety of Defense Security Services and Human Resource certifications. Ms. Steane has provided a streamlined approach to efficient and compliant strategies across multiple facets of corporate operations including program control, human resource policy and implementation, OCONUS deployment strategies, financial analysis and reconciliation, personnel security, contract support, and training. She supports the overall operations as a Project Control Operations Manager focused on providing the very best assistance and experience to Intrepid’s personnel, partners, and customers alike. With a B.A. in Political Science concentrating in International Relations and Religious Studies from Virginia Commonwealth University, Ms. Steane brings a well-rounded balance necessary to provide project support to the IC and Defense communities.
