Mr. Hebert has over 40 years experience at all leadership levels across both private and publically traded companies. His extensive experience includes leading firms in the normalized, emergent, and turnaround stages of operations and in all facets of financing operations, both from a lender’s and a borrower’s perspective. From 2005 to 2007, Mr. Hebert served as Senior Advisor to PNC Bank, N.A. He was also President, Chief Executive Officer (CEO), and Director of Riggs Bank, N.A. from 2001 to 2005. He was CEO of Riggs Bank’s parent company, Riggs National Corporation, in 2005, and a Director from 1988 until 2005 when Riggs was acquired by PNC Bank. At Allbritton Communications Company, Mr. Hebert served as Vice Chairman from 1983 to 1998, President from 1984 to 1998, and Chairman and Chief Executive Officer from 1998 to 2001. Since 1989, he has served a member of the Board of Directors of Allied Capital Corporation (NYSE), a Business Development Company (BDC), engaged in the private equity business, providing long-term debt and equity investment capital to primarily middle market companies throughout the U.S. As Lead Director, Mr. Hebert worked with the Board of Directors to successfully complete the sale of Allied Capital Corporation to Ares Capital Corporation (NASDAQ) in 2010.
Chief Executive Officer
Mr. Hebert has over 15 years of professional services experience across multiple industry disciplines in management, accounting, and finance. As CEO, he is responsible for establishing and executing corporate-wide initiatives and maintaining company culture to ensure flawless execution of Intrepid’s contracts. He is actively involved with Intrepid’s customers and leverages his broad base business experience across a wide-array of industries while implementing actionable value-added opportunities that benefit customer missions and objectives. Mr. Hebert leads and is decisively engaged in all proposal efforts for the company. He spearheads the identification and capture of strategic growth opportunities while working with business partners and the Intrepid management team. He drives Company strategy, vision and ultimately sets which markets Intrepid will enter and identifies company differentiates to maintain its market presence currently and into the future. Formerly, Mr. Hebert served as Intrepid’s Chief Financial Officer providing financial and accounting leadership for the company. A graduate of George Mason University in Fairfax where he earned a BS in Accounting, he began his career as a Certified Public Accountant at one of the largest regional accounting firms in the Washington, DC Metropolitan Area. In addition to being a CPA, Mr. Hebert received his Government Contracting Accounting certification from George Mason University. Mr. Hebert is a member of the Accounting Advisory Council at George Mason University, as well as, a member of the American Institute of Certified Public Accountants, Virginia Society of Certified Public Accountants, and the Greater Washington Society of Certified Public Accountants.
Director of Business Development
Mr. Duncan has 20 years of federal government and contractor experience. He entered private industry in 2003 and has since been an integral part of the start-up and early growth phases of four successful industry contractors. He has overseen a broad range of industry support efforts, from large-scale client IT initiatives to intelligence and counter-terrorism support operations. Mr. Duncan has directed programs with worldwide application, designed and managed corporate deployment programs, and personally directed staff operations in a variety of foreign theaters, including Afghanistan and Iraq. In addition to directing Business Development for Intrepid, Mr. Duncan oversees all intelligence training support services. He has played a critical role in the development and substantial growth of Intrepid’s world-class practical-exercise-based training and professional development capability offering for counterintelligence and HUMINT practitioners. A graduate of the University of Virginia in Charlottesville, he began his career in the ARMY ROTC cadet corps at UVA before transitioning to serve with a national intelligence agency following graduation.
BYRON LOVE, MBA, PGMP, PMP, ITIL-F, CISSP
Mr. Byron Love is the program manager for Intrepid Solutions’ Enhanced Solutions for the IT Enterprise (E-SITE) contract vehicle. He has over 30 years of experience in information technology, working in positions ranging from systems administrator, to applications and database developer, to project and program manager. He retired from the Air Force Reserves as a Communications and Information Officer after 21 years of service on Active Duty and in the Reserves, rising through the enlisted and officer ranks to become a Major. Mr. Love has led projects and managed contracts at over a dozen government organizations, including the US Air Force, the US Army, the US Marine Corps, the US Navy, the Department of State, the Social Security Administration, the National Security Agency, the Defense Intelligence Agency, United States Geological Survey. Mr. Love led a four-year, $30 million program to convert every Air Force dental clinic in the world from film-based to digital dental processing, a historic program that impacts every member of the Air Force and their dependents. Mr. Love recently performed as Sr. Program Manager for the Department of State Vanguard 2.1 contract, a 270 person, $26 million a year contract for managing the DoS global IT Service Center and for providing desktop support for their 29,000 desktops in the Continental US. Mr. Love holds a Masters of Business Administration from Averett University, a BA in Computer Science from Thomas Edison State University, and two associate degrees as well. He currently holds the Program Management Professional (PgMP), Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), and Information Technology Infrastructure Library (ITIL) Foundation certifications. Mr. Love is the author of “IT Project Management: A Geek’s Guide to Leadership,” published by CRC Press in 2016.
Mr. Rentch brings to Intrepid over 17 years of IT experience and 12 years in the Defense Industry. Serving as Intrepid’s top technology architect, and a former Sr. Architect and Consultant for Quest Software, Chris is a customer-facing professional focusing on the successful delivery of Intrepid’s overall IT strategy and business offering, including a unique role as one of the very few Certified Subject Matter Expert across 3 major global efforts for the US Intelligence Community, delivering risk-averse Enterprise Consolidation. Other responsibilities in his focus are Intrepid Corporate IT strategy, new business capture, new and existing vendor relationships. Mr. Rentch holds a diverse technical knowledge, multiple technical certifications, has written several whitepapers, and studied at George Mason University and the University of Maryland.
Mr. Bjorn has over 18 years experience managing efforts within the Department of Defense, both in and out of uniform. Mr. Bjorn held operational and management positions in the U.S. Navy as a Surface Warfare Officer and Naval Nuclear Propulsion Engineer. In his final assignment, he led a 75-person crew during reactor plant construction and testing prior to commissioning of USS RONALD REAGAN (CVN 76). Since transitioning to the private sector, he has supported several departments and agencies within DoD, and helped to manage programs for several small and successful industry contractors. Most recently on contract as part of the Chief of Naval Operations staff (OPNAV N81), Mr. Bjorn administered the Navy’s JCIDS process and provided subject matter expertise regarding JCIDS and related acquisition processes. He also manages Intrepid’s support to the Navy’s Urgent Needs Process and knowledge management system. Lars holds a Bachelors of Arts degree in Economics from the University of Virginia and a Masters in Engineering Management from Old Dominion University.
Terri Shaw, PMP, ITIL
Ms. Terri Shaw serves as Intrepid’s Director of Training Services. In this role, Ms. Shaw applies over 16 years experience with local, state, and federal government organizations towards fulfilling our personnel management, project management, and general business needs. Exhibiting a Bachelors Degree in Education Management, a Masters in Instructional Technology, and both PMP and ITIL certifications, Intrepid utilizes Ms. Shaw’s expertise to support a wide variety of projects to include, but not limited to: Training and Development initiatives for various intelligence agencies; Project Management for the DoD, USCG, DOE, and NARA; and Business Development efforts to support our federal government customers’ needs in training, education, operations, and analysis.
Mr. Ciliberto has over 30 years of experience leading teams delivering capabilities throughout the defense and intelligence communities. He is an accomplished, recognized leader who applies technology, talent and a close working relationship with mission stakeholders to meet the most demanding challenges. As an enlisted submariner, he continuously ascended the ranks to become both director of technology and director of operations in one of the nation’s largest system integrators, and served as a most trusted technical advisor to flag and SES level leadership in the Joint, Intelligence Community, Army, Navy and Law Enforcement. At Intrepid, Mr. Ciliberto leads strategic development efforts to identify, prepare, capture win and execute new business in core strength areas and open and develop new business areas for the company.
Robbie Wolfer, JD, CFCM, CCCM
Mr. Wolfer is the Director of Contracts for Intrepid and has served in this position since 2012. He guides and oversees Intrepid’s Contracts Department and is involved in all facets of contract management from cradle to grave. He serves as the principal interface with key government and industry contract personnel alike in regard to all contract related business matters and processes. While his focus has been Department of Defense, he has extensive experience working with industry partners both in the federal and non federal market. His experience covers the negotiation and administration of simple low dollar purchase orders to multi billion dollar Indefinite Delivery Indefinite Quantity contracts across agencies such as but not limited to Navy, Army, Veterans Health Administration, Department of Homeland Security, Air Force, and Defense Intelligence Agency. Prior to joining Intrepid he served in a number of positions of increasing responsibility directly supporting the government as a contractor and as a lead contracts representative for a leading government contractor. Mr. Wolfer is a member of the Virginia Bar Association and is both a Certified Federal Contracts Manager (CFCM) and Certified Commercial Contracts Manager (CCCM). He received his Bachelor of Arts in Psychology from Georgetown University and Juris Doctor from Regent University School of Law.
